Sen. Schumer to Launch Initiative on Artificial Intelligence Policy

Senate Majority Charles E. Schumer is preparing to introduce new regulations for artificial intelligence (AI) when Congress resumes its session next week. He has invited top tech leaders, including Elon Musk, Mark Zuckerberg, Sundar Pichai, Satya Nadella, Sam Altman, and others, to help draft the new legislation.

Mr. Schumer has been advocating for Democrats to take a leading role in shaping AI policy. In April, he initiated the AI lawmaking effort and unveiled his “SAFE Innovation Framework” for AI policy in June. The framework emphasizes the importance of security, accountability, protecting foundations, and explainability.

As part of the lawmaking process, Mr. Schumer plans to involve AI experts in insight forums this fall rather than following the traditional method of committee hearings. He is working with Senators Martin Heinrich, Todd Young, and Mike Rounds on the new AI policy framework.

In addition to these closed-door meetings, the Senate Judiciary Committee has been conducting hearings on AI policy. Prominent experts have already testified on potential rules for the emerging technology.

Mr. Schumer’s efforts to regulate AI are driven by a concern for the risks associated with increasingly powerful AI models. He believes that government intervention in the form of regulations will be crucial in mitigating these risks.

It is worth noting that Mr. Schumer has privately met with AI experts and tech leaders, such as Elon Musk, in the past as he formulated his AI plan.

The September meeting between AI experts and lawmakers organized by Mr. Schumer is expected to address key issues and contribute to the development of comprehensive AI legislation.
